CLEARANCE OF MOTOR VEHICLES - ZAMBIANS ABROAD
This serves to advise all that in line with Regulation 85 of the Customs & Excise General Regulation 2000 and in accordance with SI No. 15 of 2005 new residents (including citizens of Zambia) who come to take up or resume employment or residence are entitled to a remission of duty on their effects which include the following;
a) Personal effects
b) Household effects and
c) One Motor Vehicle Per Household
1) The remission will be granted on condition that the new resident proves to the satisfaction of the Customs Division:
(a) That the new resident has been resident outside Zambia for a period of not less than two years before the date of arrival in, or return to, Zambia;
(b) That the effects were the property of the new resident before the date of departure for Zambia from the previous country of residence; and
(c) That the effects were imported by the new resident at the time of arrival in Zambia, or, within six months from the date of arrival of the new resident
(d) Any person claiming a remission of duty on the effects shall lodge a duly completed entry together with a declaration in Form CE 20.
2) For motor vehicles, in addition to meeting the above conditions, the new residents must provide the following:
a) Non-Zambian Citizens
i) Proof that they have not been resident in Zambia in the past two (2) years.
ii) Proof that they are coming to take up residence in Zambia, such as permits (not temporary work permits) and offer of new employment contracts.
iii) Copy of passport.
iv) Proof of ownership of the vehicle - Motor Vehicle Registration Book.
b) Zambian Citizens
i) Proof of residence from previous country of residence for a period of not less than two(2) years (copy of residence permits).
ii) Copy of passport
iii) Letters indicating offer of employment and letters indicating expiry/termination of contract.
iv) Acceptance letter to study abroad and corresponding letter indicating completion of studies
v) Proof of ownership of motor vehicle (Motor Vehicle Registration Book)
3) The vehicles cleared under this procedure must be issued with a RED BOOK and will remain on such a book up to five years from the date of Issue.
4) In the event that the owner elects to dispose of the vehicle or any other effects within five years of clearance under this regime, written authorisation by the Commissioner-General must be obtained and duty, if any, paid on such effects.
